Cybersecurity risks faced by Municipalities in South Africa: Challenges and Recommendations

The second incident unfolded in October of the same year when the city’s network was breached following the receipt of a ransom note from a group known as the Shadow Kill hackers. These cyber incidents inflicted downtime on various customer-facing systems, exacerbating the impact on the municipality.

The most recent breach in Cape Town’s cybersecurity systems last year saw the city scrambling to gain control of its databases after hackers locked city officials out. This and many other similar, still unreported, attacks serve as a stark reminder of the ongoing threat posed by cybercriminals to municipal systems worldwide. Getting systems back up and running following a cyberattack is a costly exercise that sometimes requires bypassing procurement processes to get experts on board.
